Convers + eeprom 24c16

Hello,
is there any posibility to reprogram or edit eeprom 24c16 without using programmer and without unsoldering from board ?
Like using vcds cable?
In description for VCDS is eeprom programming than i suppose i can do it with this cable or not?
I need only to change milage to km and i dont wont to unsolder the eeprom
